These three records answer one practical question: has somebody already claimed what you are about to rely on. A bankruptcy tells you the person has been unable to pay creditors before. A judgment tells you somebody already sued and won. A lien tells you a specific piece of property is already encumbered.
Collection is where this matters most. A judgment is worth what can be collected on it, and a debtor with three prior abstracts filed against their house is a very different proposition from one with none. Finding that out first is the difference between enforcing and spending.

Yes. The filing is a public record of the court and remains searchable after discharge.
Can you tell me if a judgment has been satisfied?
Usually, from the court record - a release or satisfaction is filed. Where nothing has been filed we report exactly that, because an unreleased judgment behaves like an outstanding one.
Is this enough to decide whether to sue?
It is half of it. The other half is an asset search, and the two together are what tell you whether a judgment would be worth anything.
